Luis is an experienced consultant within the Regulatory Consulting, with 20 years in the financial services industry. He specialises in supporting clients across a number of sectors with regulatory compliance challenges around matters that involve FCA and PRA regulation and in particular conduct risk, compliance and past business reviews. Luis also supports clients in non-financial sectors where regulatory advice is required.

Experience 

Luis has been working in financial services for 20 years, with over 13 years of experience in conduct risk and compliance consulting, including 10+ years working at a top 4 accounting firm. He has a broad range of experience, having advised firms from across the financial services sector, ranging from large retail and commercial banks, general insurers and life and pension providers, to bespoke services for smaller consumer credit or lifestyle and protection providers.

Luis also worked at the Financial Ombudsman Service for over six years, where he worked closely with senior Ombudsmen on a number of topics to consider policy and process.

Luis has a range of experience in areas such as advisory projects on conduct risk failings and remediation, regulatory due diligence, review and submission of prospective authorisations or existing permissions, product, process and controls outcome testing, root cause analysis and remediation of issues found.

His experience includes leading engagement with regulators, the delivery of projects or complex workstreams, engaging multiple internal and external stakeholders, designing and developing quality oversight functions, writing and reviewing compliance and operational policies and procedures, as well as experience with AML and Fin Crime remediation.

Notable client work and achievements

Luis has advised clients on successful applications to the FCA for authorisation, including supporting with managing challenges and enquiries from the regulator. Luis also supported clients with managing decisions and directives from the FOS, achieving clarity and positive outcomes. Luis and his teams have worked closely with Firms to undertake Skilled Persons and Past Business Reviews to completion and to the FCA's satisfaction.

Luis is regular speaker industry events on a variety of topics, and most recently at the BVRLA's Compliance Forum.

Professional qualifications/memberships

Luis has a Bachelor of Law degree and holds his postgraduate Legal Practice Course diploma.
