Schellion Horn is a postgraduate economist advising clients and acting as an independent expert on complex economic issues, primarily in regulated markets.
Experience
Schellion works with corporates, economic regulators, government and their legal advisers, providing independent analysis on competition and regulatory reviews, subsidy control, competition finance, profitability assessments and securities litigation.
Schellion combines rigorous economic analysis with practical insight into regulatory and legal processes, helping clients navigate risk, inform decisions and achieve defensible outcomes. Schellion has been appointed as an independent and advisory expert on matters before economic regulators, tribunals and courts including in relation to competition infringement, regulatory appeals and subsidy matters before the CAT and High Court and securities matters in the UK and Europe. She has acted as an expert during investigations by the CMA, Financial Ombudsman Service (FOS) and economic regulators.
Her work spans key regulated sectors including telecoms, water, financial services, payments and healthcare.
Schellion brings board-level experience in both executive and non-executive roles and is a published author and regular speaker at conferences and in the media on economic, business and regulatory matters.
Notable client work and achievements
Schellion has been appointed as expert in relation to policy and regulatory interventions and on matters before High Courts and Tribunals both in the UK and overseas. This includes advice on the establishment of business support schemes during Covid-19, investments by the Government including into aviation, renewables and the steel sector and on competition and regulatory investigations by authorities including most recently under the new DMCC consumer protection legislation.
Schellion is a frequent speaker at conferences and in the media including regular economic commentator on BBC Radio 5 Wake up to Money and contributor to thought leadership on competition and regulatory economics matters.
Prior to joining S&W, Schellion has held senior leadership roles in other consultancies and within the public sector.
